Summary of Request:
The California Coastal Commission awarded the City of Fort Bragg LCP Grant Program funds in the amount of $898,990 to develop the Noyo Harbor Blue Economy Visioning, Resiliency and Implementation Plan. The first identified step of this planning effort is the development of a Communication and Engagement Plan (CEP). The CEP will function as the project charter to provide the public and stakeholders a clear guide and understanding of roles, responsibilities, actions, accountability and outcomes of the project. It will outline who, where, when and how to engage.
The CEP primarily functions through a website: www.NoyoOceanCollective.org <http://www.NoyoOceanCollective.org>, and outlines a variety of strategies to communicate and engage with all segments of the population including posting and promoting on social media, meeting with people where they naturally congregate through Pop-UP! events, hosting interactive and tactile driven workshops, conducting individual and small group interviews and more. City staff is working closely with County Planning Director to coordinate similar planning efforts currently underway in the County.
For example, staff is considering how we might release a joint Request for Proposals to secure professional services for Sea Level Rise Vulnerability Assessment, as the County is taking the lead on a comprehensive study for the entire Mendocino coastline, and the City will be conducting site specific analysis for Noyo Harbor. And when the time comes to invite community insights or present findings, staff will coordinate joint public workshops and presentations.
The CEP in currently in draft form. City is requesting suggestions and feedback for Final CEP. Comments are requested in writing by Friday, September 22, 2023 and emailed to: smccormick@fortbragg.com <mailto:smccormick@fortbragg.com>, Subject Line: Noyo Harbor CEP.
