Previous Board/Board Committee Actions:
On June 23, 2020, BoS approved amendments to the MCOG JPA.
Summary of Request:
The Mendocino Council of Governments has joined as a partner in creating the Northern Rural Energy Network (NREN), to use public purpose program funds paid by utility ratepayers to plan, administer, and implement energy efficient programs. This will benefit all of Mendocino County. MCOG is also interested in pursuing climate-related program work in its regional role.
On April 7, 2025, MCOG's Board of Directors unanimously voted to amend the Joint Powers Agreement (JPA) by adding energy and climate related programs to the specific purposes and powers of the Council. The Board directed staff to circulate the enclosed amendment text, in the form of a sample resolution, to the five parties to MCOG's JPA, for approval by resolution of each of their legislative bodies.
The JPA states as follows:
10. This agreement may be amended at any time by the parties to the agreement. In order for such an amendment to take effect, it must be approved by Resolutions adopted by the respective legislative bodies of each of the parties to this agreement.
