Summary of Request:
On November 16, 2021, Mendocino County Public Health (PH) released Request for Proposal (RFP) No. 041-21, for a California Home Visiting Program (CHVP) Evaluator. On January 3, 2022, PH awarded the RFP to Applied Survey Research (ASR), a consulting firm located in Rocklin, California specializing in social research, and providing expertise and insights to help cities, counties, and organizations measure and advance the quality of life for the people and communities served.
After the RFP award, PH and ASR began negotiating the proposed retroactive Agreement for evaluation and data collection, implementation guidance and analysis, and reporting, as required by the CHVP Grant. The proposed Agreement with ASR is retroactive due to transition issues during the dissolution of the Mendocino County Health and Human Services Agency, the extremely high vacancy rate at PH, and the need to implement services quickly, allowing only a short time frame to negotiate and execute the Agreement.
