Previous Board/Board Committee Actions:

On August 3, 2021, the Board of Supervisors, as part of agenda item 6a, adopted Resolution 21-117 declaring the intent of the Mendocino County Board of Supervisors to reduce and eliminate the carbon footprint of buildings and operations of the County of Mendocino, with an initial investment of at least $2,000,000.

 

On August 17, 2021, the Board of Supervisors, as part of agenda item 4f, accepted the Prioritized Spend Regarding Projects for Strategically Investing One-Time Pacific Gas and Electric (PG&E) Disaster Settlement Funds, and approved $2,000,000 to be set aside for projects to reduce the County of Mendocino’s carbon footprint.                     

 

Summary of Request

Adoption of the proposed Resolution by the Mendocino County Board of Supervisors will authorize Prevention Recovery Resiliency and Mitigation’s (PRRM) submittal of a Grant Application to California Energy Commission (CEC), for up to $1,600,000, for the Clean Transportation Program Rural Electric Vehicle (REV) Charging Grant Funding Opportunity (GFO) 21-604.

 

PRRM requests authority to submit the CEC GFO 21-604 grant application to support the County’s declared intent to reduce and eliminate the carbon footprint of buildings and operations within the County.  As published, projects to be considered for award of grant funding must:

                     Demonstrate replicable and scalable business and technology models that can deploy electric vehicle (EV) charging stations to serve rural EV drivers

                     Support travel by rural EV drivers, especially those from low-income or disadvantaged communities

                     Provide EV charging access in rural areas which are not served or inadequately served by charging stations

                     Provide support and maintenance services (up to 5 years) to ensure reliable and readily accessible chargers

                     Engage local rural communities and businesses to increase charge awareness and promote EV adoption

 

If awarded funds, County of Mendocino is proposing to install up to 12 electric vehicle charging stations with a majority of them to be located at the County Admin Center, and the remaining 2 to be installed at the Social Services State Street Ukiah facility.  Charging would be available for the County’s fleet of electric vehicles, staff, and the public.  Details of availability will be outlined in the grant application. 

 

If awarded funds, implementation of eligible projects may necessitate creation of new staff positions in order to administer and utilize grant funding, and the County will need to fund operating and maintenance costs after five years as well as provide a twenty percent match. It is recommended the match commitment be funded from the $2,000,000 which the Board set aside on August 17, 2021 to reduce the County’s carbon footprint.
