Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-051 (April 20, 2021), the Board of Supervisors (BOS) declared a local emergency and imminent threat of disaster due to drought conditions. By Resolution No. 21-079 (June 8, 2021), the BOS renewed its declaration and extended the existence of the local emergency. By Resolution No. 22-257 (December 13, 2022), the BOS approved BOS Agreement No. 22-310 / Department of Transportation (DOT) Agreement N0. 220025, with EKI Environment & Water, Inc. (EKI), in the amount of $223,000, to serve as the Water Resource Specialist and to create a Mendocino County Water Resource Team to serve as the Mendocino County Water Agency.
Summary of Request:
Under Senate Bill (SB) 552, each county in California is required to have a standing drought task force to facilitate drought and water shortage preparedness for state small water systems, domestic wells, and other privately supplied homes within the county’s jurisdiction. Each county must also develop a plan demonstrating the potential drought and water shortage risk and propose interim and long-term solutions for state small water systems and domestic wells within the county. The County of Mendocino has an existing standing drought task force which is incorporated into the Public Health, Safety, and Resources (PHSR) Standing Committee, however, increased participation by water stakeholders is desirable. Additionally, the County needs to develop a drought resilience plan to comply with the SB 552 requirements. Funding to accomplish these two crucial tasks is available to counties through the California Department of Water Resources (DWR) County Drought Resilience Planning Assistance Program. BOS Agreement No. 22-310 / DOT Agreement N0. 220025 provides for grant writing services and EKI has prepared the attached draft grant application, requesting the maximum grant amount of $125,000, under Task 4 of the existing agreement, within the allocated budget. It is requested and respectfully recommended the Board adopt the resolution authorizing the Chief Executive Officer, as the Mendocino County Water Agency General Manager, or the Director of Transportation, to submit a grant application to DWR to implement the Mendocino County Drought Resilience Plan Development and Drought Task Force Participation Project, and to accept the grant, if awarded, and execute the grant agreement and sign any other necessary related documents on behalf of Mendocino County. A draft resolution is attached for the Board’s review and adoption.
