Summary of Request

The applicants, Jared & Bonnie Carter, have filed an application to change the General Plan Classification and Zoning of a 160± acre parcel east of Ukiah.  The General Plan Classification would change from Range Lands (RL) to Remote Residential (RMR), and the Zoning would change from Rangeland (RL 160) to Upland Residential (UR-40). This change would increase the development density from 1 unit per 160 acres to 1 unit per 40 acres, and allow the possibility of a future subdivision into as many as four (4) lots, although no development is currently proposed.

On February 5, 2026, the Planning Commission adopted resolution PC_2026-0002 providing their report and recommendation that the Board of Supervisors adopt a Negative Declaration and approve the Project, as proposed by the applicant, based on the facts and analysis in the Staff Report.

Please see attached staff memorandum and related attachments for additional details.
