Approve retroactive Amendment to Agreement No. SS-19-080, PA No. 20-57, with Deaf Counseling Advocacy and Referral DBA Communique Interpreting in the amount of $230,000 for a new total amount of $275,000, for the provision of sign language interpretation services countywide for Social Services clients, effective January 1, 2020 through a new end date of June 30, 2021; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
The Health and Human Services Agency, Social Services Branch, is required per Title VI of the Civil Rights Act of 1964, and California Department of Social Services Division 21 regulations to provide language interpretation services to all Social Services clients. Deaf Counseling Advocacy and Referral DBA Communique Interpreting provided American Sign Language (ASL) services to Social Services clients through a Fiscal Year 2019-20 contract. These services are very specific, for a limited population, and it is difficult to predetermine when extensive services may be needed. As a result, there was an unexpected increase in the need for services, and the original contract amount of $45,000 for January 1, 2020, to June 30, 2020, is not sufficient to cover costs. Likewise, since these services are federally and state mandated, and services need to continue without interruption through June 30, 2021, the contract needs to be increased to a new total of $275,000 and extended through June 30, 2021, to cover costs for services anticipated during Fiscal Year 2020-21.

budget clarification: The first Family and Children's Services FY 19-20 contract with Deaf Counseling Advocacy and Referral ($27,000) had a term of 7/1/19 through 12/30/19. The second FY 19-20 contract ($45,000) had a term of 1/1/20 through 6/30/20. This Amendment adds $30,000 for services provided in FY 19-20 ($102,000 total) and $200,000 for services in FY 20-21. |
