Previous Board/Board Committee Actions:
On March 24, 2026, the Board ratified the submission of a grant application, and proposed grant budget, and authorized the Mendocino County Chief Executive Officer to sign the application in the amount of $4,500,000 for the Board of State and Community Corrections Proposition 64 Public Health and Safety Grant Program to address public safety impacts associated with illicit commercial cannabis activity.
Summary of Request:
The Board of State and Community Corrections (BSCC) administers the Proposition 64 Public Health and Safety Grant Program, which provides funding to local governments to address public health and safety impacts associated with illicit commercial cannabis activity. The Sheriff’s Office applied for funding and has been awarded $4,500,000 to address and investigate violent crimes and human trafficking tied to illegal cultivation sites, and to purchase specialized equipment, environmental remediation assistance, and other related professional services. Grant funds will also support the implementation of citation software and the creation of an administrative and civil citation program related to illegal cannabis cultivation.
While the Sheriff’s Office was awaiting formal award notice, several items approved in the Proposition 64 grant budget were procured under the existing Domestic Cannabis Eradication and Suppression Program (DCESP). As a result, the corresponding funds within the grant budget will be reallocated to support the build of the grant-funded vehicles.
The BSCC requires formal authorization from the County’s governing body for the individual designated to accept the funds and execute the Grant Agreement and related documents. In addition, the grant budget includes several fixed assets necessary to carry out program activities. Therefore, the Sheriff’s Office requests that the Board adopt the Resolution authorizing the Sheriff to accept the awarded funds from the BSCC in the amount of $4,500,000, sign the Grant Agreement and any other necessary related documents, and authorize the purchase of fixed assets identified in Attachment 1 and approved within the BSCC grant budget, including the reallocation of funds not altering the total award, as described above.
The Sheriff’s Office additionally requests the Board’s approval for a new fund to be created to manage the grant funds received. The Sheriff’s Office, in coordination with the Auditors’ Office, is requesting Board approval to create a new Fund (4470), Budget Unit (0460), and Org (CG), to effectively manage the grant funds.
