July 25, 2023- Approval and adoption of Resolution 23-134 accepting the Woodsmoke Reduction Program Year 5 (G21-WSRP-14) from June 01, 2023 through June 30, 2025; implementing this Program and Authorizing the Air Pollution Control Officer to enter into an agreement with same.

Summary of Request:
The Woodsmoke Reduction Program (Program) is part of California Climate Investments, a statewide program that puts Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment-particularly in disadvantaged communities. AB 1613 provides funding for replacing uncertified, inefficient wood burning devices with cleaner burning and more efficient devices. The Program is designed to help households replace an uncertified wood stove or insert used as the primary source of heat with a cleaner burning and more efficient device. The California Air Resources Board (CARB) has developed Program Guidelines for the implementation of the Program. The Program will be administered by CARB and the California Air Pollution Control Officers Association (CAPCOA) and the District will administer projects located in Mendocino County.
The District funded 31 woodstove replacement projects during Year 1 of the Woodsmoke Program, completing all projects in January 2020. The adoption of Resolution to participate in Year 2 of the State Woodsmoke Program was also approved, though the district has not completed the Year 2 projects.
ARB initially allocated approximately $205,960.00 in funds to MCAQMD for the Year 5 Woodstove Reduction Program Grant (G21-WSRP-14) for Woodsmoke placement projects for the term June 01, 2023 through June 30, 2025
The Board approved Resolution # 23-134 accepting the Year 5 Grant funds and agreeing to administer them consistent with the Woodstove Reduction Program Incentives and Guidelines and the general terms and conditions of the agreement associated with the grant on June 25, 2023.
ARB has subsequently allocated additional funds to MCAQMD in the amount of $224,130.00 for an amended total of $430,090.00 to MCAQMD for support of MCAQMD’s activities associated with the Woodstove Reduction Program for the term June 01, 2023, through June 30, 2027.
MCAQMD staff are requesting that the Board adopt a resolution ratifying the Amended Grant Agreement for the Woodstove Reduction Program (G21-WSRP-14-1), authorizing the MCAQMD to accept the Woodstove Reduction Program Grant funds in the amount of $430,090.00, and Ratifying the Air Pollution Control Officer’s execution and submission of the Amended Agreement to ARB.
Alternative Action/Motion:
Do not ratify the Amended Agreement with the state Air Resources Board and do not approve the MCAQMD’s request to accept the amended Woodstove Reduction Program Grant for a total of $430,090.00 as proposed.
