Adopt resolution authorizing the County of Mendocino Chief Executive Officer or designee to prepare, sign and submit any and all applications, agreements, or other documents deemed necessary to conduct free dump or bulky item amnesty days through Caltrans’ Clean California Program and to expend funds in furtherance of such activities in the amount of up to $200,000, with such expenses anticipated to be reimbursed by Caltrans (Countywide); and authorize Chair to sign same.

Summary of Request:
The Department of Transportation (DOT) desires authorization to implement countywide free dump or bulky item amnesty days in response to the increasing illegal dumping issues facing the County. DOT, in coordination with Caltrans, proposes to hold approximately six events countywide at which the general public can drop off bulky items at local transfer stations free of charge. These events are eligible under Caltrans’ Clean California Program and associated costs are anticipated to be 100% reimbursed by Caltrans. In order to facilitate such events, certain agreements will need to be in place between the County of Mendocino, Caltrans’ and the Transfer Station Operators. This resolution would authorize the County of Mendocino Chief Executive Officer or designee to sign any and all applications, agreements, or other related documents deemed necessary to conduct the events and to submit any required documents, invoices, and reports required to obtain reimbursement from Caltrans. Funding in the amount of $200,000, is available in the Disaster Recovery Budget Unit (BU) 2910. DOT is seeking authorization to use up to this amount to cover the up-front costs of the events, which funds are anticipated to be 100% reimbursed by Caltrans.
