Previous Board/Board Committee Actions:
By Resolution Number (No.) 20-017 (February 25, 2020), the Board approved Board of Supervisors (BOS) Agreement No. 20-015/Department of Transportation (DOT) Agreement No. 190094 with O’Neil’s Septic Service, for Leachate Monitoring and Hauling Services for South Coast Landfill. The term of agreement has ended and it is now time to enter into a new agreement.
Summary of Request:
Since 2020, landfill leachate has been collected from the leachate storage system at South Coast Landfill and disposed of at the local wastewater treatment plant by O’Neil’s Septic Service under BOS Agreement No. 20-015/DOT Agreement No. 190094, that expired on June 30, 2024. The timing and quantity of leachate generation are dependent upon rainfall events with leachate generation and disposal typically being from October to May. Due to limited manpower the Department is desirous to continue contracting out leachate monitoring, collection and disposal to an outside party. DOT Agreement No. 240032 provides for leachate monitoring and hauling services by an outside party. Wastewater treatment plant disposal costs will continue to be paid directly by the County. In order to facilitate timely completion of work, DOT believes it is prudent to request a 10% contingency in the amount of $25,000 for unforeseen additional work that may need to be performed and authorize the Director of Transportation to sign any and all amendments up to that amount. This is one of two agreements for leachate hauling; the other is for the Laytonville and Caspar Landfills.
Alternative Action/Motion:
Do not approve DOT Agreement No. 240032 and resume hauling leachate with County Road Crews.
