Summary of Request:
The Human Resources Department, in collaboration with the Executive Office, has implemented a Strategic Hiring Process to support intentional workforce planning.
Human Resources established a standing monthly agenda item allowing department heads and elected officials to request approval to recruit for vacant or new positions. This process is designed to ensure that hiring requests are aligned with departmental objectives, legal and regulatory mandates, available funding sources, and overall organizational priorities.
Departments and offices submitting hiring requests have included a memorandum that is attached to this item, addressing the following:
• Funding - How the position will be funded in their current approved budget while maintaining the six percent (6%) reduction in Salary and Benefits based on the overall county attrition rates.
• Legal or Regulatory Mandates - The specific statutes or regulations necessitating the request, with links to the applicable authorities.
• Operational Impact - The work that is not being completed due to the vacancy, and the reasons current staff cannot absorb these responsibilities.
• Efficiency Measures - Initiatives implemented or underway to support cost savings and operational efficiency.
• Supporting Data - Metrics or performance data that demonstrate the need for the position.
• Organizational Structure - An updated organizational chart that includes the requested position(s).
The Strategic Hiring Process (Attachment A) consists of six phases:
1. Job Analysis and Design
2. Workforce Planning
3. Approval to Hire (via Board agenda)
4. Recruitment
5. Onboarding
6. Evaluation
This structured framework enables departments to thoroughly assess staffing needs, provide clear justification, and present a comprehensive case for recruitment.
