Summary of Request

Star View Behavioral Health, Inc., operating as Star View Adolescent Center in Torrance, California, provides essential services for high-need adolescents. The center offers a comprehensive mental health treatment program specifically designed for young people who face severe emotional challenges that cannot be effectively addressed in other existing community-based intensive treatment programs.

The multilevel program at Star View Adolescent Center combines high-quality residential care and educational services with mental health treatment and rehabilitation. This integrated approach helps avoid the need to admit children in acute psychiatric crisis to hospitals where they are unfamiliar and may struggle to resume their residential placements. The center caters to children who have experienced severe complex trauma or who have serious emotional challenges requiring intensive services in a secure environment. Star View Adolescent Center is a 60-bed facility, serving children aged 12 to 17.

Currently, there are no local facilities in Mendocino County that can provide the specialized mental health services for adolescents offered by Star View Adolescent Center. As a result, Behavioral Health and Recovery Services (BHRS) aims to continue its contract with Star View Adolescent Center through this proposed amendment for adolescent mental health services to qualified clients in Mendocino County. This amendment will allow BHRS to maintain mental health services for adolescents already placed at Star View Adolescent Center, where they will benefit from a range of mental health services. The overall goal is to enhance client functioning and facilitate their successful discharge or transition to a lower level of care, including community placements or reunification with families or guardians.
