Library fee amnesty periods have been approved annually since 2015.                     

 

Summary of Request

Mendocino County Library is currently providing curbside pickup for requested items and is not taking physical payments for fines and fees during the closure. The Library also is not providing print and copy service at this time. During the full and partial closure of the Library branches due to the COVID-19 response, the Library would like to provide the following services:

 

The Library is requesting approval to offer fee amnesty for item returns during limited services due to the COVID-19 response. Item due dates are extended and returned items are quarantined for a period of time before being checked in. The fee amnesty during this time would also help the community, many of whom may be struggling due to the economic recession.

 

Additionally, the Library would like to provide to the community the service of limited free printing until the County reaches the State’s Tier 4 “Minimal” level which will allow for more public access to the libraries. There is a demonstrated need by people such as seniors, veterans and the transient population-- for printed copies of items including informational brochures, job applications, travel tickets, and other important documents. Despite full or partial closures the Library can provide the community with this important service during COVID-19 and the Health Order restrictions.

 

The normal cost of printing is 10 cents per page, and in order to reduce money handling, the Library would like to request a maximum of 10 pages per person/week, costing up to $1.00 per person/week to be printed at no charge. Larger print jobs will be charged to the borrowers’ Library accounts for later payment or online payment. The estimated cost to the Library amounts to approximately $1,000 in paper and ink.

 

These temporary changes have been reviewed by County Counsel.
