Previous Board/Board Committee Actions:
During the August 3, 2021, Board of Supervisors General Meeting the Mendocino County Board of Supervisors signed Resolution No. 21-117 declaring its intent to reduce and eliminate the carbon footprint of buildings and operations of the County of Mendocino, with an initial investment of at least $2,000,000. Among the resolutions was direction to staff to leverage this investment with grants and low interest financing resources.
On December 7, 2021, a preliminary audit of County facilities was presented by the General Services Agency in conjunction with Willdan Energy Consultants (who were working under a program funded by rate-payers). This audit included a variety of Energy Conservation Measures (ECM) project suggestions that would offer the greatest return on investment of limited County funds. Among the recommendations were LED lighting retrofit projects, HVAC upgrades with electrification, installation of Solar Photovoltaic power generation systems, Alternative Energy with battery emergency back-up power systems, and installation of electric vehicle charging stations.
During the June 6, 2023, Board of Supervisors meeting, the Mendocino County Board of Supervisors directed staff to use remaining carbon reduction funds (approximately $1,580,000) for projects to reduce the County’s carbon footprint, including replacing gas-powered vehicles, heat pumps, and install necessary electric vehicle charging stations at County facilities in whatever arrangement results in the highest return on investment. The Board further directed staff to return to the Board with a Carbon Reduction Fund savings plan.
Summary of Request:
During June 6, 2023, Board of Supervisors Meeting, the Board directed the General Services Agency to prepare and present a plan to utilize the remaining carbon footprint reduction funds to support projects that would reduce the County’s overall carbon footprint. The General Services Agency reviewed the preliminary energy audit of County facilities in which Willdan presented projects which would reduce the Counties carbon footprint with the largest return on investment. In reviewing the report, the projects identified staff includes lighting upgrades including LED retrofitting and occupancy lighting control systems as high return investments; the conversion of gas fired package HVAC units with heat pump systems; and increasing charging resource for electrifying the County’s fleet.
The General Services Agency will be soliciting energy consulting services (frequently referred to as Energy Services Companies (ESCOs)) to provide greater analysis of potential projects (primarily focused on electric vehicle charging infrastructure planning), define an appropriate scope and budget for each project, prioritize based on available funding resources and ensure each projects includes the necessary post installation analysis of the energy and cost savings or each project. Additionally, the selected third-party consultant will assist the County in developing a Carbon Reduction Fund savings plan that will return resulting savings from projects that reduce energy consumption and result in fiscal savings. Staff estimates between $50,000 and $100,000 depending on the number of projects to be considered. Staff recommends implementation of energy savings or energy producing projects of up to approximately 63% of Carbon Reduction funds or approximately $1,000,000 with regular updates to the Board of proposed projects as well as approval of individual project agreements. Staff is recommending that the additional $580,000 in remaining carbon reduction funds be held for potential use in match funding for potential future grant opportunities or for a second phase of carbon footprint projects. As project estimates are received, staff will report back to the Board with updates on project estimates, along with estimated carbon reduction and/or fiscal savings as a result of the projects.
