Approve retroactive Agreement with Shaw Yoder Antwih Schmelzer and Lange, Inc., in the amount of $94,500, for consulting services to provide legislative representation on behalf of Mendocino County before the State Legislature, and to assist Mendocino County in achieving its legislative goals, effective April 1, 2026 through June 30, 2028; authorize the Chief Executive Officer or designee to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
Shaw Yoder Antwih Schmelzer and Lange, Inc. (SYASL) is an advocacy, public affairs and association management firm located in Sacramento, CA. For over 20 years, SYASL has provided legislative services for some of California’s leading associations, including numerous California counties. Mendocino County has held Agreements with SYASL since January 2022 for consultation, representation and advocacy on behalf of Mendocino County before the State Legislature, individual legislators, legislative committees, and various other organizations, and for other services necessary to assist Mendocino County in achieving its legislature goals.
On December 19, 2025, Mendocino County issued RFP-041-25 for State Legislative Advocacy Services through which SYASL submitted a proposal. On February 27, 2026, Mendocino County awarded RFP-041-25 to SYASL. The proposal from SYASL was used to draft the proposed $94,500 retroactive Agreement with SYASL for consulting and legislative representation services through June 30, 2028. Due to the lengthy RFP process, this Agreement is being executed with a retroactive start date of April 1, 2026, in order to keep services consecutive, continuous and aligned with the end date of the previous Agreement, which expired on March 31, 2026.
