Summary of Request:
In Mendocino County, the placement and care of children who have been removed from the custody of
their parents or guardians under Welfare and Institutions Code Section 300 is the responsibility of the
Mendocino County Department of Social Services, Family and Children’s Services (FCS). FCS has contracted with Redwood Community Services, Inc. (RCS) in the past to help provide these services. Between the period of July 1, 2023, and January 9, 2024, FCS provided a total of 100 days of direct care and supervision for 5 foster youth, with the assistance of ESS provided by RCS, while locating appropriate foster care placements for these youth.
Through the proposed Agreement, RCS will continue to provide ESS staff 24/7, to assist FCS social workers with placement and care of children when needed. RCS ESS staff will assist in the immediate care and supervision of detained children, while FCS locates a foster care placement. If a foster care placement option is not immediately available for any foster youth, RCS ESS staff will assist FCS staff in providing child supervision, comfort and emotional support for foster youth, pending foster care placement.
