Recommended Action/Motion:

Receive the presentation, including the results of an initial feasibility study from Aircon Energy, and provide direction that may include having Aircon Energy conduct a formal investment grade audit of County facilities and return to the Board to present final recommendations and options to implement and fund energy efficiency improvements.

Previous Board/Board Committee Actions:
On January 2, 2002, the Board approved an agreement with Aircon Energy for energy retrofit services for the Public Health facility on Dora Street. On September 20, 2016 the Board received a presentation from Aircon Energy and directed staff work with the firm to complete a feasibility study. In budget planning for FY 18-19, there was Board discussion regarding the exploration of solar at County facilities.
Summary of Request:
Aircon Energy, serving northern California since 1974, specializes in turnkey energy and sustainability project identification, development and implementation for state and local governments. Projects range from identifying and implementing solutions to reduce energy and water costs, such as interior/exterior lighting and controls to water usage and irrigation. The premise behind project identification is to determine what facility renewal measures are applicable and will generate a proportionate amount of savings that basically make the project cost neutral, such as alternative energy solutions (solar), control systems and/or sustainable materials and operations. As the County’s facilities continue to age and maintenance costs rise, staff have been proactive in readily identifying and implementing measures to reduce utility costs by installing LED lighting and drought tolerant landscaping where possible. Building envelope improvements, control systems, and heating, air-conditioning and ventilation (HVAC) technologies have vastly improved since 2003, the last time Aircon Energy completed a project for the County. Aircon Energy can assist staff and/or offer turnkey projects that are self-funded or financed long-term in order to take advantage of new technologies and solutions while lowering operating costs and prolonging the life of the facility and equipment.

Direct staff to conduct further research on energy and sustainability companies and bring forth recommendations.

budget clarification: No monetary cost associated with Aircon Energy proceeding to complete an investment grade audit; there would be indirect costs associated with staff time. However, Aircon’s completion of this audit will identify projects for Aircon to complete with a cost, estimated from the feasibility study, to be in excess of $5.285 million. Preliminary information indicates completed projects would generate energy and maintenance savings with a combined payback period estimated at 12 years; these improvements would likely be funded by low interest loans.
