Summary of Request:
The California Budget Act of 2025 provided state funding to counties to support the Transitional Housing Program (THP) to help young adults who are 18 to 24 years of age, inclusive, to secure and maintain housing, with priority given to young adults formerly in the State’s foster care or probation systems. Funds may be used to identify and assist with housing services for this population, assist this population to secure and maintain housing, improve the coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care, and provide engagement in outreach and targeting to serve those with the most severe need.
The California Budget Act of 2025 also provided state funding to counties to support the Housing Navigation and Maintenance Program (HNMP) to provide housing navigator(s) to help young adults who are 18 to 24 years of age, inclusive, to secure and maintain housing, with priority given to young adults currently or formerly in the foster care system. The funding must be used for housing navigator(s) who will act as a housing specialist to assist young adults with their pursuits of locating available housing and overcoming barriers to locating housing. HNMP activities may include, but are not limited to, assisting young adults aged 18 to 24 years of age, inclusive, to secure and maintain housing, providing housing case management which includes essential services in emergency supports to foster youth, preventing young adults from becoming homeless, and improving coordination of services and linkages to key resources across the community including those from within the child welfare system and the local Continuum of Care.
The Mendocino County Board of Supervisors previously approved Rounds One through Six of THP Allocations, Rounds One through Three of a separate series of HNMP Allocations. The proposed Round Seven THP Allocation is a continuation of Rounds One through Six, and the proposed Round Four HNMP Allocation is a continuation of Round One through Three of HNMP funds for a similar purpose.
Funding for both the THP and HNMP programs is available for two years from the effective date of the fully executed Standard Agreement, which will be sent to the County following the Board of Supervisors’ approval of submission of the allocation acceptance applications.
