Summary of Request

The Department of Social Services Family and Children’s Services (FCS) has received $286,347 in State General Funding to use through June 30, 2025 and $281,913 in State General Funding to use through June 30, 2026, to enhance child welfare emergency response services per the department’s State-approved plan.

 

Family and Children’s Services staffs Emergency Response Investigations Units in three offices located in Ukiah, Willits, and Fort Bragg. Emergency Response Social Work investigation staffing has been historically low due, in part, to the inherent stress of high workloads, emergency field work, after-hours on-call duty, and complexity of making immediate assessments regarding child safety.

 

The Plan’s desired outcomes are to decrease Emergency Response investigation staff turnover and increase Emergency Response investigation staff retention, improve timely face-to-face investigation contacts, improve fidelity practice to Structured Decision Making safety and risk assessments, and fully staff all after-hours Emergency Response shifts

 

This side letter incorporates a pay differential for regular hours, a quarterly performance bonus for Social Workers and Social Worker Supervisors assigned to or performing investigation duties in Emergency Response, and a standby pay differential for all social workers and supervisors assigned to after-hours on-call shifts for responding to the Child Abuse hotline.
