Approve retroactive revenue Memorandum of Understanding with the Cahto Tribe of Laytonville in the amount of $30,000 for the term of November 1, 2019, through October 21, 2022, for limited dispatch services from the Mendocino County Sheriff’s Office; authorize the Sheriff to sign future amendments that do not affect the MOU total; and authorize Chair to sign same.

Summary of Request

The Mendocino County Sheriff’s Office (MCSO) provides limited dispatch services to the Cahto Tribe of Laytonville’s law enforcement.  This consists of dispatching a County Deputy to provide assistance when it is requested and when a Deputy is available. The County dispatch center will provide local information only which includes local probation, local warrants, BOLO’s and any other local information allowed by law. Once the Tribe’s law enforcement achieves Special Law Enforcement Commissioned (SLEC) status then information via the California Law Enforcement Telecommunication System (CLETS) will be shared as well. The Cahto Tribe officers will have use of the MCSO radio frequency via dispatch to notify MCSO of traffic enforcement stops as well as police related calls for service and support requests.  The MOU also includes training opportunities and the Cahto Tribe officers will operate to Peace Officer Standards and Training (POST) standards to create consistency of operating standards between their staff and MCSO staff. This is a revenue MOU to the County and will be billed quarterly over the three year term period.
