Summary of Request:
This item proposes and recommends that the Board of Supervisors appoint Charlotte Scott as the Mendocino County’s County Counsel and approve the Employment Agreement between the County of Mendocino and Charlotte Scott to serve as County Counsel for the term of July 7, 2024, through July 6, 2028, in the amount of two hundred thousand dollars ($200,000) per year with a total annual compensation of three hundred and forty thousand dollars ($340,000, Includes salary and benefits.
Under direction from the Board of Supervisors, the County Counsel provides legal advice, assistance, and representation in civil legal matters to the Board of Supervisors, County Officers, all County departments and department heads, employees, special districts, various boards and commissions, and directs all activities of the County Counsel’s Office. This position is appointed to a four-year term of office by the Board of Supervisors pursuant to Government Code 27641.
Charlotte Scott became employed by the County Counsel’s Office in June 2016, as Deputy County Counsel and was promoted to Assistant County Counsel in September 2020. Charlotte has over 20 years’ legal experience in the private and public sector. She began her legal career in the San Francisco Bay Area before returning to her hometown roots in Mendocino County where she expanded her practice in civil litigation, family law, juvenile dependency, and other substantive areas before joining the County Counsel’s office in 2016. While working for the County Counsel’s office, Charlotte has expanded her skills as a generalist in the law at first through guidance and representation of the human services related departments and programs, then expanding her client base over the past four years to assist the many other departments, the Board of Supervisors, and the Grand Jury. Charlotte earned her Bachelor of Arts with Double Major in Government and English from Wesleyan University in Middletown, Connecticut, and received her Juris Doctor (JD) with Specialization in Public Interest Law and Policy, from UCLA School of Law.
