Previous Board/Board Committee Actions:

On August 1, 2017, the Board of Supervisors adopted Ordinance No. 4387 adding Chapter 5.180 to the Mendocino County Code.  On June 19, 2018, the Board of Supervisors adopted the Master Position Allocation Table for FY 2018 - 2019 Budget, Resolution No. 18-086.                     

 

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.

 

In November of 2017, Mendocino County voters approved Measure B, an initiative seeking to impose a half-cent sales tax increase to fund mental health-related facilities and services in the county.  Measure B effectively established Chapter 5.180 of the Mendocino County Code, titled “Mental Health Treatment Act.”  Pursuant Section 5.180.040(D) of the ordinance, an 11-member citizen’s oversight committee was developed for purposes of fiscal and project review, and also to make recommendations to the Board of Supervisors. 

 

At their meeting on February 27, 2019, the oversight committee took action to advise the Board of Supervisors of its recommendation that a project manager be assigned to the committee to assist in achieving its goals.  This individual would provide project management and coordination of research assignments, public projects, and facility development.  This position would be fully funded through Measure B funds and allocated as part of the Executive Office.

 

The fiscal impacts shown below reflect step 5 of the proposed salary grade and include the cost of benefits.
