Summary of Request:
AT&T’s Japan-U.S. Cable Network Decommissioning Project is within the District’s jurisdiction and is expected to result in net nitrogen oxides (NOx) emissions in excess of allowed limits. In order to offset the emissions exceedance, AT&T is required under California State Lands Commission (CSLC) mitigation measure MM AQ-1b to provide funding to the District for implementation of offsite emission reduction projects. The District proposes that AT&T satisfy its emission offset obligation through a monetary contribution in an amount estimated at $324,021 to the District’s Woodsmoke Reduction Program (WSRP) to provide real, quantifiable emissions reductions. The funding amount shall be derived from an emissions-reduction-per-dollar factor developed from the California Air Resources Board’s (CARB) WSRP methodology. The final contribution amount may be adjusted based on the project’s actual emissions. The District requests Board approval to execute Emission Offset Agreement #2026-01 with AT&T.
Alternative Action/Motion:
Do not approve the Agreement and provide alternate direction to staff.
