Summary of Request:
The Department of Justice (DOJ) developed the Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) grant as part of the Comprehensive Addiction and Recovery Act (CARA) legislation. COSSAP’s purpose is to provide financial and technical assistance to states, units of local government, and Indian tribal governments to develop, implement, or expand comprehensive efforts to identify, respond to, treat, and support those impacted by illicit opioids, stimulants, and other drugs of abuse. COSSAP aims to reduce the impact of opioids, stimulants, and other substances on individuals and communities, including a reduction in the number of overdose fatalities, as well as mitigate the impacts on crime victims by supporting comprehensive, collaborative initiatives.
Mendocino County Behavioral Health and Recovery Services (BHRS), in partnership with Mendocino County Sheriff’s Office (MCSO) and in collaboration with Mendocino Community Health Clinics (MCHC) and Mendocino Coast Clinics (MCC), propose to utilize COSSAP grant funding for the creation/expansion of “The Bridge Program.” This collaboration will identify individuals with opioid use disorder and other substance use disorders and start them on Medication Assisted Treatment (MAT) in custody and case managing them to MAT and/ or substance use treatment services at the clinics and Behavioral Health Substance Use Disorders Treatment (SUDT) pre-release. We plan to follow these individuals post-release, and support them however possible to ensure they have what they need to follow through with MAT/treatment services and thereby, measure outcomes and ultimately reduce recidivism.
BHRS plans to utilize grant funding to pay for a Behavioral Health case manager to work full time within the jail and perform comprehensive case management and discharge planning for these identified individuals.
BHRS submitted the COSSAP Grant Application on July 7, 2021. The Grant award was announced on December 22, 2021, if awarded funds, the County will use grant funds for the intended purpose.
