Previous Board/Board Committee Actions:

On June 18, 2019, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2019-2020 Budget, Resolution number 19-200. On November 14, 2017, the Board of Supervisors adopted proposed salary grade adjustments for the Social Worker and Social Worker Supervisor series. On December 4, 2018, the Board of Supervisors adopted a salary grade adjustment for Deputy Director Public Health Nursing and a salary grade specific to Senior Program Manager - Nursing.

 

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary number adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.

 

The Board of Supervisors approved adoption of proposed salary adjustments for the Social Worker and Social Worker Supervisor series at its November 14, 2017 meeting. These adjustments created a salary disparity with the upper management level Deputy Director Social Services and Senior Program Manager within the Health & Human Services Agency (HHSA) Family & Children’s Services (FCS) division. The above proposed salary adjustment adoption corrects the salary disparity amongst the Deputy Directors and Senior Program Managers within FCS.

 

The Board of Supervisors approved adoption of a salary adjustment for Deputy Director Public Health Nursing and adoption of Senior Program Manager - Nursing at its December 4, 2018 meeting, due to the requirement that the classifications require both a Registered Nurse (RN) License and Public Health Nurse (PHN) Certification.

 

The Deputy Director Social Services and Senior Program Manager within FCS are required by the State to have master’s degree level training in social work and additional training in child welfare; this requirement is not the same for all Deputy Directors or Senior Program Managers within HHSA.

 

In the interest of maintaining parity within the HHSA reporting structure with the Deputy Director Social Services in FCS and Deputy Director Public Health Nursing, the above proposed salary adjustments will correct this salary disparity.

 

The above proposed salary adjustments for the Assistant Health & Human Services Director and Chief Operations Officer - HHSA classifications will prevent further disparity within the HHSA reporting structure.

 

In addition, in accordance with the Employer Employee Relations Resolution (EERR) the Human Resources Director has made a unit determination that the classification of Assistant HHSA Director, currently represented by the Department Head Association, be represented by the Management Association as it is not a department head, nor does it serve as second-in-command as do other assistant department heads throughout the County who are unrepresented by bargaining unit. This action is consistent with other management-level classifications throughout the County. The County has fulfilled its obligation with the affected bargaining units.

 

The fiscal impact reflects step 5 of the wages, including the cost of benefits. Costs associated with budget units 4010 and 4013 are allocated through 1991 Health Realignment, federal and state grants, and in addition to these funding sources, there is a required Maintenance of Effort (MOE) from the County General Fund. Costs associated with budget unit 4050 are allocated through Medi-Cal, Drug Medi-Cal, Mental Health Services Act, federal grants, with no cost to the County General Fund. Costs associated with budget units 5010 and 5020 are allocated through federal, state and realignment funds, with no cost to the County General Fund. Any increase in costs associated with this action will be absorbed by the department without budget adjustments.

 

NOTE: This agenda and accompanying resolution is to be adopted in association with Board Adoption of Resolution proposed amendment to Resolution No. 10-006 related to the terms to include Chief Operation Officer - HHSA as an unrepresented classification.
