Summary of Request:
Per California State Code, counties with populations over 88,000 are required to provide public health laboratory services. California State Code does not require counties to maintain their own laboratory, but does require counties to arrange for the provision of mandated testing. The County of Mendocino has fulfilled testing requirements through contracts with outside agencies since the closure of the County of Mendocino Public Health Laboratory in 2009.
Through such contracts, for several years the County of Sonoma Public Health Laboratory (SCPHL) has provided the County of Mendocino Department of Public Health (MCPH) with laboratory services for the Mendocino County community. Through these contracts, the County of Mendocino sends its laboratory tests to the SCPHL, and will continue to do so through the proposed retroactive Memorandum of Understanding (MOU), in order to continue these mandated laboratory services.
MCPH and SCPHL began processing this MOU in late April 2024. During the process, and before the MOU could start routing through County of Mendocino approvals, the SCPHL processed this MOU through their own reviews, resulting in unexpected revisions and pre-approval delays. These delays caused MCPH to miss the Clerk of the Board’s submission deadline for the June 25, 2024 Board of Supervisors (BOS) meeting, and this MOU is now before the BOS with a retroactive start date, effective July 1, 2024 through June 30, 2029.
