Summary of Request:
The Federal Family First Prevention Services Act (FFPSA), enacted under Public Law 115-123 in 2018, allows states to access Title IV-E funds for eligible, evidence-based mental health and substance use prevention, treatment services, and in-home parenting programs. California established its Family First Prevention Services (FFPS) program in July 2021 under Welfare and Institution Code Sections 16585-16589. This program enables county and Tribal Title IV-E agencies to opt-in and implement Title IV-E prevention services, integrating federal FFPSA and State Block Grant (SBG) funding, available through June 30, 2028.
To participate, child welfare and probation departments must submit a three-year Comprehensive Prevention Plan (CPP), encompassing strategies to support families in providing safe, stable, and nurturing environments. CPP requirements are outlined in California Department of Social Services (CDSS) All County Letters Nos. 22-23 and 23-23.
In Mendocino County, due to the disproportionate representation of American Indian youth in the child welfare system, Family and Children’s Services (FCS) engaged local tribes first. Among them, the Cahto Tribe of the Laytonville Rancheria expressed interest in participating in FFPSA Part I and the FFPS program. The CPP development process was informed by the Cahto tribal community, addressing historical injustices and fostering collaboration.
The CPP, approved by the Interagency Lead Team (ILT) and CDSS, includes a contract with the Cahto Tribe, fulfilling the CPP's requirements ensuring the effective delivery of culturally relevant prevention services.
