Summary of Request

The California Advancing and Innovating Medi -Cal (CalAIM) Act requires the California Department of Health Care Services (DHCS) to implement Behavioral Health Payment Reform. As a component of Behavioral Health Payment Reform, DHCS is required to design and implement an Intergovernmental Transfer (IGT)-based payment methodology to replace the existing certified public expenditure-based reimbursement methodology for Medi-Cal Specialty Mental Health Services (SMHS), Substance Use Disorder Treatment Services, Expanded Substance Use Disorder Treatment Services, and for costs incurred by counties to administer those benefits.

The proposed Intergovernmental Agreement details the IGT-based payment methodology for covered services, that fall under the following Medi-Cal categories: SMHS, Drug Medi-Cal (DMC), and DMC Organized Delivery System (ODS). This Agreement will assist Mendocino County in meeting mandated CalAIM requirements.

The proposed Agreement was received by Mendocino County Behavioral Health and Recovery Services (BHRS) from DHCS on July 19, 2023, with a July 1, 2023 start date. BHRS is requesting retroactive approval from the Board.
