Summary of Request

The California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (Proposition 56) funding helps promote a healthier California by reducing illegal retail sales and marketing of tobacco products, including e-cigarettes, to minors. The Tobacco Grant Program, administered by the Office of the Attorney General, makes these annual funds available to local law enforcement agencies throughout California. This may include police and sheriffs’ departments, district and city attorneys and county counsels, public health departments, cities, counties, and public school/college districts. Since its inception in 2017, the Tobacco Grant Program has distributed approximately $184.7 million in grant funding through a competitive process.

 

The California Department of Justice Tobacco Grant Program will provide funding for retailer training, education, compliance checks and inspections, enforcing state tobacco laws and local ordinances, including the statewide flavor ban through retailer inspection and enforcement operations (e.g. minor decoy, undercover buys in stores and online) in Mendocino County. Funds from this award will allow Mendocino County Public Health Department (PH) to enter into a contract with the City of Ukiah and the City of Willits to support with retailer compliance and enforcing state tobacco laws and local ordinances, including the statewide flavor ban through retailer inspections, education and enforcement operations.

 

PH is seeking ratification from the Board of Supervisors due to the short grant submission period of 60 days. The California Department of Justice Tobacco Grant Program released the 2024/25 tobacco grant program application on April 29, 2024, and PH applied on June 27, 2024, with a requested funding amount of $795,544.00 for 36 months. If PH is awarded these funds, they will be utilized for retailer training, education, compliance checks and inspections, enforcing state tobacco laws and local ordinances, including the statewide flavor ban through retailer inspection and enforcement operations and allow PH to expand such activities by partnering with the City of Ukiah and the City of Willits.

 

 

PH also requests BOS authorization for the Director of Health Services or designee to execute the 2024/25 Tobacco Grant Program application, if awarded.

 

The Notice of Award (NOA) date, and program term dates have not yet been released by Tobacco Grant Program.
