Summary of Request:
On May 6, 2025, the Board of Supervisors approved the Agreement BOS-25-039 with Redwood Community Services to provide job training opportunities for Welfare-to-Work participants through the Expanded Subsidized Employment (ESE) program.
The County issued a Request for Proposals (RFP) for these services earlier this fiscal year; however, the RFP did not result in a successful award. Department of Social Services will release a new RFP in the next fiscal year. In the interim, the First Amendment with Redwood Community Services, Inc. is necessary to maintain continuity of services and avoid disruption to active Welfare-to-Work participants.
The First Amendment updates the Agreement BOS-25-039 to increase the total amount from $90,140 to $180,280 and extends the term for one additional year, through June 30th, 2027.
Under the Agreement, the Contractor continues to provide paid on-the-job training for eligible participants; maintain and update a list of job openings; interview referred participants and identify appropriate placements; deliver employability skills training, including the “Bring Your A Game to Work” curriculum; provide mandatory training; supervise and monitor participants with real-time feedback; ensure participants meet engagement requirements; submit monthly reports; assist participants in securing stable employment; and provide all tools and equipment needed for training. ESE placements remain limited to six months per participant.
This amendment ensures uninterrupted services while the County prepares to re-bid the program next fiscal year.
