Approve Retroactive Agreement with Cielo House in the amount of $34,500 to provide eating disorder treatment services to specialty mental health beneficiaries for the period of April 6, 2020 through June 30, 2020; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Eating disorders are a medical and mental health disorder. California Department of Health Care Services authorizes specialized treatment for individuals with eating disorders under the Mental Health Plan.  Mendocino County Behavioral Health and Recovery Services (BHRS) is contracting with Cielo House for specialized eating disorder treatment as medically necessary for mental health beneficiaries. Cielo House provides residential and outpatient eating disorder treatment for men, women, and young adults at four separate locations throughout the San Francisco Bay area. Cielo House has a dedicated staff of therapists, dietitians, and medical professionals to provide the highest quality of care customized for each client.

 

Cielo House is a new contractor, as BHRS has not had to provide eating disorder treatment services in the past. In response to new directives from the state, BHRS and the County’s specialty mental health service providers worked with Partnership HealthPlan of California and a beneficiary requiring treatment to locate the best eating disorder treatment provider. BHRS placed the client at Cielo House, where services initiated in residential treatment could be continued, and quickly drafted a contract thereafter. This process necessitated a retroactive start date.
