Previous Board/Board Committee Actions:
The County regularly applies for CDBG funding. On April 20, 2021, Planning and Building Services brought forward a Community Development Block Grant (CDBG) application for discussion and action requesting funding in the amount of $1,500,000 for three projects; 1. Mendocino County Resource Conservation District (MCRCD) for Blight Removal; 2. West Company Microenterprise Technical Assistance for Small Business Development; 3. Planning Technical Assistance for Senior and Community Center Design. The Board of Supervisors adopted Resolution 21-059 approving the submission of the application in the amount of $1,500,000 for these three projects.
Summary of Request:
In late April 2021, Mendocino County submitted a CDBG Application for the funding of three projects: Covelo Community Cleanup Blight Removal- $1,000,000, Microenterprise Technical Assistance- $250,000, and Planning and Technical Assistance, Senior Center Project- $250,000 to the State Department of Housing and Development (HCD). Upon review of the application, HCD notified the County, through our CDBG consultant, that the Senior Center PTA was over-subscribed and would not be funded, however there was a high likelihood that the Covelo Cleanup and Microenterprise project would receive funding. On March 29, 2022, Mendocino County received notification from HCD that $500,000 (50% funding) was conditionally awarded for the blight removal project, pending certain modifications to the Resolution language. County staff has prepared a Resolution (attached) to address the language changes requested by HCD legal counsel in order to submit the revised application and receive funding for the Covelo cleanup, $500,000, and Microenterprise TA at $250,000.
