Summary of Request:
The California Department of Social Services (CDSS), CalWORKs Housing Support Program assists homeless CalWORKs families in quickly obtaining permanent housing, and provides wrap-around supports to families to foster housing retention. This program has been administered in Mendocino County since 2015 with Housing Navigation services provided by internal staff with competing priorities. These competing priorities have led to limited supports available for individual case management and program improvements. Additionally, due to a large volume of program applicants, the County CalWORKS Program Specialist currently manages only homeless households that score high on the vulnerability index. CalWORKS refers low scoring homeless households to RCS’s Building Bridges Homeless Resource Center for shelter services, including Housing Navigation services. RCS provided these services to referred households anticipating the County would fund services through various housing support sources, including CDSS.
In order to streamline the County’s process and increase access to specialized services needed for Housing Navigation, the County submitted to CDSS an Amendment to the existing CalWORKs Housing Support Program annual plan. This amendment adds Housing Navigation services in order to increase access to rental properties for eligible households. On December 12, 2019, the County received confirmation from CDSS, accepting the addition of Housing Navigation services. As a result, there is additional funding available for both high and low scoring families for the Housing Support Program.
Mendocino County’s Housing Support Program plans to contract with RCS for Housing Navigation services for Fiscal Year (FY) 2020-21, and funding for these services is dependent upon utilization of current funds. Furthermore, Mendocino County accepted the increase in funding for Housing Navigation services with the understanding that funds would be utilized in FY 2019-20. As a result, the proposed contract will reimburse RCS for Housing Navigation services already provided to lower scoring families at the Building Bridges Center from July 1, 2019 through June 30, 2020, necessitating a retroactive start date.
