Summary of Request:
The library location in Covelo has been unable to obtain sufficient custodial services by County employees because of the distance of the branch from the employee base in Ukiah and the shortage of staff. Human Resources has engaged in required discussion with the affected bargaining unit regarding the contracting of custodial services for the Round Valley Branch Library in Covelo.
Pursuant to California Government Code § 31000 in order for the County to enter into a contract for custodial services, the Board must make a finding that the location where the services are to be provided is remote from available County employee resources and that the County’s economic interests are served by such a contract. The Department requests that the Board make a finding that the Round Valley Branch Library in Covelo is a site that is remote from available county employee resources and that the county's economic interests are served by such a contract rather than by paying additional travel and subsistence expenses to existing county employees. The Friends of the Round Valley Public Library have offered to provide contracted custodial services for the branch. The Library requests approval of the two-year standard services agreement with the Friends of the Round Valley Public Library in the amount of $25,000 for custodial services at Round Valley Branch Library in Covelo effective when agreement becomes fully executed through October 31, 2026.
This agreement helps the County move towards the goal of an Effective County Government by providing the most efficient solution to Round Valley Branch’s custodial needs.
