Adopt Resolution ratifying the Grant Agreement with the State Air Resources Board to accept Carl Moyer Rural Assistance Program Funds in the amount of $55,301.00 for the term of May 15, 2023 through December 31, 2027, for one project in Mendocino County; approve the project associated with the funds; approve expenditure of funds by June 30, 2027; authorize the District to enter into a contractual agreement with the applicant that outlines the requirements associated with the funds; authorize the District to transfer the funds to the applicant upon completion of the project; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
The District Board authorized the District to accept state Carl Moyer RAP Funds for projects in Mendocino County on March 27, 2012, and September 25, 2018.
On June 21,2022 the Board adopted a Resolution accepting Carl Moyer Grant Funds and allocating those funds to the RAP.
On January 10, 2023 the District Board authorized the District to accept state Carl Moyer RAP Funds for projects in Mendocino County in the amount of $185,261.52 for the term of June 1,2022 through December 31, 2026 and authorized the District to enter into a contractual agreement with the applicants and authorized the District to transfer the funds to the applicants upon completion of the project.
Summary of Request:
The California Air Resources Board (ARB) administers The Carl Moyer Program. The Program creates incentives in the form of grants for private companies or public agencies that operate heavy-duty diesel engines in California. These grants are used to cover an incremental portion of the cost of purchasing new, replacing existing, or retrofitting existing diesel engines or equipment with cleaner -burning engines or equipment. Unspent funds from each District are reallocated to the state Carl Moyer Rural Assistance Program Fund (RAP). Projects from each District are chosen by the Rural Assistance Program and submitted to Districts for implementation. The State requires Board authorization to accept the funds, approval of the projects associated with the funds, authorization for the District to enter into a contractual agreement with the applicants and authorization to reimburse the applicants upon completion of the project. The state currently has $49,155.68 in unspent funds available which the District has agreed to apply toward the project to be completed prior to June 30, 2027. The District will also receive $6,145.32 in administrative funds associated with the projects.

Do not approve Contract with the State Air Resources Board for the District to accept state Carl Moyer Rural Assistance Program Funds for projects in Mendocino County.
