Summary of Request

Joy Trissal (the “Owner”) is the owner of the property located at 723 S. State Street in the City of Ukiah, formerly the site of the Norge Cleaners.  The Owner has obtained a grant from the North Coast Regional Water Quality Control Board (NCRWQCB), to assist with cleanup related to an unauthorized release of chlorinated solvents from former dry-cleaning operations.  Using the grant funds, the Owner is working with EBA Engineering, Inc., to conduct an environmental investigation of the release.  In efforts to further understand the extent of impacts, EBA Engineering requires access to the adjacent County properties.  EBA will collect samples of soil, groundwater, soil vapor, and indoor air.  This work may be accomplished by the installation of monitoring wells, advancement of soil borings, installation of soil vapor probes, temporary passive soil vapor samplers, and collection of indoor air samples.  The County shall continue to control its property during the term of this agreement.  To the extent that County properties require soil remediation, a separate license agreement will be brought forward for the Board’s consideration at that time regarding the cleanup measures.
