Summary of Request:
Oropeza Consulting is a Public Health consultation business, located in Fresno, CA, specializing in program evaluation. In late 2021, Oropeza Consulting was awarded a contract with Mendocino County via RFP No. 044-21 to provide evaluation services for the Tobacco Prevention Program in 2022-2023. During that service period, Oropeza Consulting provided exceptional services. As a result, Mendocino County Public Health (PH) selected Oropeza Consulting to provide Oral Health Evaluator services through an additional contract Agreement No. PH-23-018, in the amount of $21,300, effective July 1, 2023 through June 30, 2025.
Due to Oropeza Consulting’s extensive experience in both Tobacco Prevention Program Evaluation and Oral Health Evaluation, they have developed invaluable knowledge of Community Wellness programs and Mendocino County processes. Due to the working relationship, related knowledge, and skills Oropeza Consulting possesses, PH requests to contract with Oropeza Consulting for similar services through the proposed Agreement in the amount of $42,000, effective upon signing through June 30, 2025. Through the proposed Agreement, Oropeza Consulting will provide Tobacco Prevention Program evaluation to include planning, development, and implementation of the 2022-2025 Local Lead Agency Comprehensive Tobacco Control Guidelines evaluation plan.
Since Agreement No. PH-23-018 and the proposed Agreement are for similar services from the same contractor, the aggregate total of the Agreements during the current fiscal year determines the appropriate signatory authority. In this instance, the $65,100 aggregate amount for these services is over the $50,000 Purchasing Agent level of authority outlined in County Policy. The proposed Agreement and the aggregate total therefore require approval by the Board of Supervisors.
