Previous Board/Board Committee Actions:

On February 8, 2022, the Board of Supervisors adopted Resolution No. 22-031 which authorized the General Services Agency Director/Purchasing Agent to submit an application to accept Per Capita funding for County owned parks through the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018.                     

 

Summary of Request

Funds are available for local park rehabilitation, creation, and improvement grants to local governments on

a per capita basis. Grant recipients are encouraged to utilize awards to rehabilitate existing infrastructure

and to address deficiencies in neighborhoods lacking access to the outdoors (PRC §80061(a)). Mendocino

County was previously allocated $400,000 for park improvement through the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018. The County entered into the 2018 Parks Bond Act Per Capita Grant Program Grant Contract (Purchasing Agent Agreement No. 22-83) on May 27, 2022, for a period of July 1, 2018, through June 30, 2024. It was subsequently amended on January 9, 2024 (Purchasing Agent Agreement No. 22-83 A1) extending the contract period an additional four years through June 30, 2028. These funds have been earmarked for a project at Mill Creek Park.

 

The Mendocino Coast Recreation and Park District (MCRPD) was separately allocated $177,952 and wishes to utilize these funds within Bower Park. To streamline work to be done at the park, MCRPD desires to pass through this money to the County. The General Services Agency recommends that the Board approve this action as we can utilize the funds as part of our existing and ongoing work within the park. This transfer will bring the County’s total Per Capita Grant Fund allocation to $577,952.

 

The Resolution presented is a requirement for the application process.
