Summary of Request:
North Coast Drivers (NCD) provides Drunk Driver Programs consistent with the requirements, regulations and standards of the California Department of Healthcare Services (DHCS) and the California Substance Use Disorder Compliance Division, for offenders who have been charged with Driving Under the Influence (DUI) of alcohol and/or other drugs. NCD provides these programs at three sites in the County (Ukiah, Willits, and Fort Bragg). Client fees are in accordance with California program fees for the following: Wet and Reckless Program; First Offender Program (Level I/3 months); First Offender Program (Level II/6 months and Level II/ 9 months); and Multiple Offender Program (12 months and 18 months).
Through the proposed Agreement, Mendocino County will provide administrative oversight of NCD’s drunk driver programs. NCD will retain 95% of all client fees collected (estimated $418,000 of $440,000 total fees). NCD will complete a monthly financial audit of funds received and expended under this Agreement, then pay Mendocino County 5% of client fees received, within fifteen days of the end of each month.
DHCS recently approved NCD’s request to increase program fees by 10%, effective June 2, 2023. As a result, this Agreement is retroactive to June 2, 2023, to allow NCD to increase income by 10% immediately, in order to efficiently continue operating the DUI Program.
