Summary of Request:
Proposition 47 was a voter-approved initiative on the November 2014 ballot that reduced specified low-level drug and property crimes from felonies to misdemeanors. Each year, the state savings generated by the implementation of Proposition 47 are deposited into the Safe Neighborhoods and Schools Fund. Sixty-five percent of these savings are set aside annually for the BSCC to administer a competitive grant program.
Proposition 47 requires that these funds be awarded to public agencies to provide mental health services, substance use disorder treatment and/or diversion programs for those in the criminal justice system.
On June 23, 2025, Behavioral Health and Recovery Services submitted an application for the Community Outreach Response and Engagement (CORE) project, a collaborative initiative aimed at supporting community members who interact with law enforcement due to homelessness, addiction, mental health issues, or lack of services. The pilot project will be developed as a task force model that includes the Sheriff’s Office, Social Services Homeless Outreach Unit (HOT), and Behavioral Health outreach personnel. The task force targets individuals with high use of the jail and criminal justice system and coordinates appropriate outreach and support
Behavioral Health and Recovery Services will use grant funds for the intended purpose, to support and
expand the CORE project.
