Approve Agreement with Synergy Disaster Recovery, LLC, in the amount of $187,708, for services related to updating the County of Mendocino’s operational area Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), effective upon contract execution, through March 1, 2026; authorize the Chief Executive Officer or designee to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
The Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) is a federally mandated document that identifies strategies to reduce long-term risks from natural hazards and ensures the County's continued eligibility for disaster-related funding from the Federal Emergency Management Agency (FEMA). Mendocino County’s current MJHMP was last approved in 2021 and must be updated by 2026 to comply with the Disaster Mitigation Act of 2000 and federal regulations under 44 CFR Part 201.6, which require local mitigation plans to be reviewed and updated every five years. This update is also necessary to maintain eligibility for FEMA grant programs such as the Hazard Mitigation Grant Program (HMGP) and the Pre-Disaster Mitigation (PDM) Program.
This agreement contracts with a qualified consultant that will support the County in coordinating with the jurisdictions of the City of Willits, City of Ukiah, City of Fort Bragg, City of Point Arena, the Mendocino County Office of Education, and Covelo Fire Protection District, in conducting hazard and risk assessments, engaging stakeholders and the public, and preparing a FEMA-compliant MJHMP update ahead of the 2026 deadline.
