Previous Board/Board Committee Actions:

By Resolution Number (No.) 22-054 (March 1, 2022), the Board authorized the County of Mendocino Chief Executive Officer (CEO) or designee to prepare, sign and submit any and all applications, agreements, or other documents deemed necessary to conduct free dump or bulky item amnesty days through Caltrans’ Clean California Program and to expend funds in furtherance of such activities in the amount of up to $200,000, with such expenses anticipated to be reimbursed by Caltrans.                     

 

Summary of Request

Since March 1, 2022, Department of Transportation (DOT), in collaboration with Caltrans, local transfer station operators and other stakeholders, has brought numerous free dump days, and bulky item and tire amnesty days to the residents of Mendocino County with funding from the Clean California Program.  The events that have been held to date include one-day bulky item amnesty days in Gualala and Caspar, a week-long community cleanup in Covelo, and two tire amnesty days in Ukiah.  The County has paid for the cost of the events upfront through agreements with the transfer station operators and has been reimbursed by Caltrans’ Clean California funding.  The feedback received from the community has been overwhelmingly positive and communities across the County are requesting additional events.  Clean California funding is currently authorized through Fiscal Year 2023/2024 and DOT is in discussions with Caltrans to plan for additional events in the coming year.  Due to the popularity of the events, a large portion of the $200,000 initially authorized has already been expended and the current agreements with the transfer stations will need to be amended prior to holding additional events.  DOT requests the Board adopt the attached resolution increasing the authority of the CEO to expend funds in furtherance of free dump or bulky item amnesty days through Caltrans’ Clean California Program from $200,000 to $400,000, which funds are anticipated to be 100% reimbursed by Caltrans and approve the corresponding request for budget appropriation.

 

Alternative Action/Motion:

Do not increase the authority of the CEO to expend funds in furtherance of free dump or bulky item amnesty days through Caltrans’ Clean California Program and cease holding events.
