Approve Agreement with Harwood Memorial Park DBA Laytonville Healthy Start in the amount of $60,000 to provide Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) and Community Services and Supports (CSS), effective July 1, 2025, through June 30, 2026; authorize the Health Services Director to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Harwood Memorial Park dba Laytonville Healthy Start offers vital services for both the CSS and the PEI sections of MHSA. Laytonville Healthy Start provides valuable outreach and engagement within the community, assisting individuals in navigating mental health challenges, assessments, and referrals to other providers. This outreach aims to identify appropriate services for each individual and connect them with a network of mental health providers and specialty services in Mendocino County.

 

The PEI component of the Laytonville Healthy Start Agreement includes prevention services such as general wellness classes, referral services, assistance with navigating systems (like benefit applications), education, and stigma reduction activities. For both the CSS and PEI programs, these services often serve as the only accessible connection to mental health resources, particularly given the geographic isolation experienced by residents in Laytonville.

 

These services are funded through MHSA and are mandated by regulations that all counties must adhere to. The collaboration between Harwood Memorial Park dba Laytonville Healthy Start, and other MHSA providers establishes a comprehensive network of mental health services throughout Mendocino County.
