Summary of Request

Mendocino County Human Resources is charged with administering the Mendocino County Working on Wellness (MCWOW) program. MCWOW provides opportunities for wellness and prevention services for all employees and their insured family members through access to health promotion, education, assessment, activities, and health coaching support, with a goal towards high level wellness and reduced healthcare costs.

 

Over the years, MCWOW has generated increased participation in coaching and county-wide challenges, with more employees meeting Center for Disease Control’s requirement for physical activity habits. Additionally, MCWOW received numerous wellness awards including recognition from California State Association of Counties and American Heart Association. The success of MCWOW is dependent upon having a wellness and prevention platform provider to address and accomplish all goals and needs of the program. 

 

Mendocino County has contracted with Personify Health, Inc. (previously known as Virgin Pulse, Inc.) since 2020, as the wellness and prevention platform provider for MCWOW. In July of 2026 KeenanWell, consultant for MCWOW, completed a Request for Information market evaluation for wellness and prevention services platforms on behalf of MCWOW. Through the evaluation, KeenanWell conducted an analysis of the marketplace and invited five prospective vendors to submit proposals for wellness and prevention services. Proposals were reviewed, and Personify Health, Inc. was determined to be a qualified candidate. 

 

Personify Health, Inc. is a well-established best-in-class vendor who works with other government clients. They offer a comprehensive suite of research-based wellness and prevention services, which are highly customizable. Through services from Personify Health, Inc., employees have access to individual health coaches, including nicotine replacement therapy, health risk assessments, solid mobile app technology, and customized user experience that will promote and support engagement. Additionally, through Personify Health, Inc.’s platform, MCWOW has access to a host of communication pieces, an administration portal, and aggregate reporting.

 

Through the proposed $273,000 three-year Agreement with Personify Health, Inc., MCWOW wellness and prevention services will continue uninterrupted for Mendocino County employees and their qualified family members.
