Approve the Health Services Director, on behalf of the Mental Health Oversight Committee (Measure B), to issue a Request for Proposal (RFP) for substance misuse treatment and programs; authorize the Director of Health Services, or designee, to release the RFP for responses and to make non-substantial changes/amendments prior to the proposal’s due date.

Summary of Request:
The Mendocino County Mental Health Oversight Committee provides for assistance in the diagnosis, treatment and recovery from mental illness and addiction by developing: 1) a psychiatric facility and other behavioral health facilities; and 2) a regional behavioral health training facility to be used by behavioral health professionals, public safety and other first responders. The Committee also provides for the necessary infrastructure to support and stabilize individuals with behavioral health conditions, including addiction and neurological disorders.
The Mendocino County Mental Health Oversight Committee, by a majority vote, recommends the release of an RFP to enhance Substance Misuse Services within the County. The priority areas for the proposed substance misuse treatment initiative include: 1. Youth Residential Treatment - Establishing specialized programs to support young individuals in recovery. 2. Medical Model Detox - Implementing medically supervised detoxification services to ensure safe withdrawal from substances. 3. Sober Living Environments - Creating supportive, substance-free living spaces that promote recovery for individuals transitioning from treatment. 4. Co-Occurring Residential Treatment - Providing integrated treatment options for individuals with both substance use and mental health disorders. Additionally, it is important to note that the request will be for an out of Ukiah facility.
