Previous Board/Board Committee Actions:

On February 14, 2017 the Board approved the disbursement of $25,000 in Mendocino County Fish and Game Propagation Funds for Round 1 of the 2016/2017 Project Cycle.  On February 27, 2018 the Board approved the disbursement of $43,500 of Mendocino County Fish and Game Propagation Funds for Round 1 of the 2017/2018 Project Cycle.                     

 

Summary of Request

The California Department of Fish and Wildlife (CDFW) routinely audits Propagation Grant funds around the State in the form of Compliance Reviews.  The County last participated in a Compliance Review in 2011 regarding the disbursement of funds in the form of grants for Fiscal years 2008/09 and 2009/10.  In November of 2021, staff was contacted by the CDFW Audit Branch to provide records for fiscal year 2016/17 and 2017/18 Propagation grants.  At that time, CDFW requested a potential findings document be forwarded by email to the County Auditor, which made several claims against the County for non-compliance of expenditures with Fish and Game Code 13103, see Attachment A (letter from CDFW dated December 3, 2021).  Since the Fish and Game Commission is supported by Planning and Building Services (PBS), staff began to compile information and send documents to CDFW Auditors for review to comply with the items listed in the findings letter. Over the next eight months, PBS worked with CDFW to submit documentation for each Finding listed in the Compliance Review as well as prepare a final report (Attachment B) to addresses inconsistencies in the process and invoice several grantees who have been found non-compliant with the terms of their grant agreement and must reimburse the propagation grant fund.  PBS has also updated policies and procedures related to Propagation Grant expenditures, which have been put in place for Fiscal year 2023/24 payments. The CDFW Audit Branch will perform a six month review with the County later this summer as a final close out of the Compliance Review procedure, which is tentatively scheduled for the end of June or early July 2023.  At this time, PBS has completed and implemented corrections to all items listed in the Findings document and has found two remaining grantees in conformance with the standards for the Propagation grant funds.  No further action is anticipated in relation to the Compliance Review.
