Summary of Request

In 2023, an RFP (#050-23) was completed, with Tri-Cities Answering Service and Call Center being awarded the contract. Tri-Cities Answering Service and Call Center, Inc. (Tri-Cities) provides legally mandated 24/7 emergency response telephone answering services for Department of Social Services (DSS) Adult and Aging Services and Family and Children’s Services Divisions. The services under this Agreement are required to ensure our community has reliable and efficient means of reporting abuse by transferring calls received by Tri-Cities to on-call social workers who are available to respond immediately to reports of abuse throughout the County. Historically, Tri-Cities also supported 1-800-HELP lines, which were discontinued this year due to lack of use.

 

This Agreement is retroactive due to an unexpected renegotiation during the contract approval cycle. These negotiations included community-based organizations (CBOs), as both their contracts and our County agreements needed to be aligned to reflect the structure and payment responsibilities for domestic violence and youth crisis lines. As part of the alignment, responsibility for the crisis lines were formally transitioned to the CBOs. However, while the CBOs have assumed full responsibility for the crisis line answering service costs, the County continues to cover certain crisis line expenses that fall outside the current contract scope. This coordination also included finalizing the elimination of the 1-800-HELP lines.
