Adopt Resolution authorizing the Disaster Recovery Finance Director to submit a grant application in the amount of $150,000.00 to the California Department of Housing and Community Development (HCD) for the Local Early Action Planning Grants Program (LEAP) for the grant period October 1, 2020 through October 2023 to update the Mendocino County Zoning Ordinance (Title 20, Division I) and the Ukiah Valley Area Plan (UVAP) to rezone those parcels identified in the UVAP to facilitate implementation of the UVAP, specifically for those parcels resulting in zoning districts creating housing opportunities; and authorization for the Disaster Recovery Finance Director to receive, sign, and execute agreement with HCD upon grant award, and be designated to represent the County in carrying out the County’s responsibility under the agreement; and authorize the Chair to sign same.

Summary of Request:
The Mendocino County Zoning Ordinance (Title 20, Division I) was last updated in 1982 with minor amendments occurring thereafter. The Mendocino County General Plan was adopted in August 2009, and the Ukiah Valley Area Plan (UVAP) was also adopted in August 2011. Both of these actions require that an updated Zoning Code be prepared so as to align with the implementation measures called out in the General Plan and UVAP as well as changes that have occurred in recent years around housing issues. With regards to the UVAP, the Board of Supervisors adopted the land use plan and map changes to the General Plan, but has not yet implemented the second phase, which included rezoning over 200 parcels to conform with the adopted UVAP. The rezoning of the parcels would only be applicable to those parcels for which zoning changes facilitate housing production through the new zoning designation. Additionally, the rezone of these parcels within the UVAP will allow greater opportunities for lands to provide for greater housing opportunities within the Ukiah Valley. The LEAP grant provides a funding source to address both the update of the Zoning Ordinance and the implementation of the UVAP through achieving the rezones to conform to the General Plan. The LEAP grant is over-the-counter funding which may not be available in future years depending on State budget allocations.
