Previous Board/Board Committee Actions:
The Board of Supervisors adopted Resolution No. 19-029, authorizing the County to apply for the 2018 Microenterprise Technical Assistance Grant; 18-CDBG-12929. The Board of Supervisors also adopted Resolution No. 20-164 approving the allocation of COVID CARES Act funding for 20-CDBG-CV1-00035.
Summary of Request:
As part of more recent changes implemented at the State Department of Housing and Community Development (HCD), in order for any jurisdiction to close out a grant, a public meeting must be held with the Board of Supervisors to allow for citizen participation and public comments on the County’s Performance with CDBG funds. Grant Number 18-CDBG-12929 was awarded solely for the purpose of Microenterprise technical assistance which is intended to help “micro” businesses of 5 or less employees. West Business Development Center was procured as a subrecipient for this grant, see attached close out documentation. Grant Number 20-CDBG-CV1-00035 was allocated to the County based on the census population for COVID relief funds and was utilized to assist small businesses with “mini” grants. The underwriting of these grant funds was processed through the County’s CDBG Consultant, Jeff Lucas, Principal with Community Development Solutions, and provided funding to 9 small businesses, see attached close out documentation.
